Thats rather weird goal. Personally i would aim at lowering the rates but i guess people of Sweden have spoken.
The fact that EVERY Swedish woman can report a male after she somehow changed her mind afterwards helps this statistic. Guy will be found guilty if he cannot prove a 100% consent.
