In Spain the imperial systems (plural) stood for a while. It was in 1876 iirc when a royal mandate ordered to adopt metric.

Why Europe uses the metric system = the same reason mainland Europe drives on the wrong side of the road. Although in that case America is even worse because you looked at the options and chose wrong, increasing your yearly accident rate and causing thousands of additional deaths on your roads since the advent of the motorcar. Also hitler is responsible for all of Europe west of Germany being in the wrong timezone. France, Spain, Portugal and the low countries should all be on GMT
