I know this might be a stupid question but I’ve never seen one like this before. Is this the valve to turn the water off in my flat? And if so, which way do I turn it to turn the water off? Thanks for any help

your landlord didn’t explain it to you?
Could be. Either warm- or cold water main valve. How is your domestic hot water heated?
Turn it clockwise to close it. You should always fully open or close these valves fully (e.g. don’t leave it half-closed) so that the sealing of the valve stem keeps working well. The valve might leak otherwise.
EDIT: Is your water meter somewhere near?
You turn it the way which screws the valve down (towards the pipe) to close it.
Try it out.
Close it and check if water is still available.
If it’s the stop cock (the tap to stop water entering the building), there’s usually a meter close byto check accurate usage for billing purposes.
Honestly I don’t get this kind of questions. Just turn it: if water flow stops then it’s what you think it is 🤷♂️ what could go wrong? House exploding? I don’t know why people are so extremely scared of doing anything when they are on rent… I’ve been a tenant for more than 20 years in many different cities and did a lot of stuff: changed furnitures… installed electrical appliances… modified plumbing to change washing machine position… changed doors and floors… never ever had a single problem. Just had a few phone calls with landlords when in need and that’s all. But here looks like all the tenants live in constant fear and stress…
