Perhaps they are from Kettering Volunteer Fire Service and are not allowed to put out actual fires.

I had a mate who was a firefighter at a small airstrip.
15 years in the job & the one time they had an actual fire they call in the normal fire brigade.
It’s Cornwall man. They’ll get round to it eventually.
Idk why everyone is so obsessed with pointing out they’re obviously not ignoring a real fire. No is claiming it is a real fire, it’s just a funny picture.
