Does your friend live in an Atomschutzbunker?
If the black things in the middle are buttons, try to press them. If those things are only ceramic things, you need to replace the fault one. That means to find a spare one or go to the shop (Bauhaus, etc) and get a new one. Or ask the neighbours.
Upper left, push in the black button. That fuse has sprung.
OT:I don’t think it should look like this nowadays…

You can see which tripped through the small glass window, there is a small round plate that is loose on the burnt one. Then you have to screw it out and replace it with a new one – usually they are stored somewhere near. Except for the upper left, this is an automatic one.
