Looking to save money while making your home or business more energy efficient? The New Mexico Energy Conservation and Management (ECAM) Division is a one-stop shop for Inflation Reduction Act (IRA) rebates and tax credits available to New Mexicans.
Qualified homes and businesses must apply through the ECAM website prior to receiving approval and coupons for rebate programs. Improvements include window and door replacements, insulation upgrades, heat pump installations, and select appliance replacements.
Not all rebate programs are available yet, but applications are being accepted in preparation for program release. Purchases and installations made before rebates become officially available in New Mexico will not be eligible for rebates.
To be eligible, New Mexico homeowners or renters must earn below 80% of Area Median Income (AMI) for Los Alamos County or participate in certain benefit programs.
Abbey Hayward, Water and Energy Conservation coordinator with the Department of Public Utilities, will be available on the following days to provide assistance to applicants needing help with scanning and uploading required documents to the ECAM portal.

1-3 p.m., Thursday, Jan. 23, at White Rock Senior Center
1-3 p.m., Friday, Jan. 24, at Betty Ehart Senior Center
2-4 p.m., Saturday, Jan. 25, at White Rock Branch Library
The application includes three sections: Applicant Information, Location Information, and Income Verification. All three sections require applicants to provide proof/verification of identification, residency and income.
Acceptable documents include:
Proof of Identification – NM driver’s license, NM ID card, passport card, passport photo page, consular ID, U.S. military ID, tribal ID, permanent resident card
Proof of Residency – recent utility bill, mortgage payment, title or deed showing your name and address, homeowners insurance documentation, property tax receipt or bill, or manufactured home certificate or title
Income Verification – your most recent tax returns verifying your household income OR documentation showing benefit program enrollment. Program enrollment includes: Medicaid, Supplemental Nutrition Assistance Program (SNAP), Supplemental Security Income (SSI), WIC, Head Start, Weatherization Assistance Program (WAP), Low Income Home Energy Assistance Program (LIHEAP), Food Distribution Program on Indian Reservations (FDPIR), Housing Improvement Program (HIP), Housing Opportunities for Persons with AIDS
