He needs to look closer to home and examine what Armagh council is doing to invite investment into the town center (rates, incentives, investment) to regenerate the place instead of blaming a small group of migrant background origin people for operating a community hub in an otherwise vacant or disused property.
As for the places he visits. looks like drop-in center for people from migrant backgrounds. Possibly a way to keep close eyes on kids, keep them occupied and out of trouble with structured activities. pool resources to help one another navigate difficulties or problems.

Most refugees aren’t allowed to work or volunteer as the goverment doesnt want them to get involved with local communities*. A few local businesses were encouraged to remove their posts incase they were offensive. They were they were racist.
