Key Messages
• Respondents noted that some rental service providers (RSPs) perceived refugees as higher risk tenants because of experience or negative information spread by friends, family, and/or the media about early departure and potential damages to the property. This high perception of risk led some RSPs to increase guarantee amounts for refugee tenants and/or to use more formal contractual arrangements.
• Respondents described how legal requirements, including registering contracts with the Tax Authority, coupled with limited legal education can pose a challenge for RSPs. To respond to these legal challenges, respondents suggested providing legal education or awareness sessions to RSPs.
• Respondents highlighted various financial, maintenance, and property management related challenges, including the costs associated with maintaining and repairing property and the consequences of a tenant’s premature departure. To overcome these challenges, respondents suggested providing financial assistance in the form of grants, guarantees, or subsidies to RSPs who rent to refugees.
