Inthink this might not be bike phobia but lets say a cyclist or walker has a accident, needs help.
Road is unsafe to drive… And declared so.
Its outting heavy ambulance crew etc in danger, or needing to potentially dispatch air ambulances or coast guard /mountain rescue or other services if road impassable.
So if you use it, they might not be able to help you or have to put crews at extra risk to do so.

And suddenly there is concern for the safety of cyclists. It’s not sour grapes on the side of car users, not at all!
They are now employing guards to stop anyone using the road
