I don’t believe that was the plan, the scene was cut and it was only because he didn’t use it that he was able to change it to the “giant slug” idea. Lucas was forever retconning things and denying it. I suspect he might have intended to replace the voice with a slightly less “rural” accent like he did with Vader, but it would have been hilarious if the big gangster boss was northern Irish in an American sci fi movie released in the 70s.

He was one of the convalescing priests in the dark, from the New Jack City episode of Father Ted.
He’s the first one to shout “Drink!”
aunty in the family, talk the head off ye,
we call her Jabbers The Hutt, she’s from belfast, and loves it.
The actor was also in the Doctor Who story The Sea Devils.
At the end of episode 1 a large shambling beast, making horrible noises, comes out of the dark after the Doctor and Jo Grant. Luckily it turns out these poor English people are merely in the presence of an Irishman and the day is saved.
