  1. Any island’s best bet is on solar + batteries. Oil makes them dependent on dictators.

  2. Hawaii will have a lot of experience in this to share.

  4. Id rather see them re-instate the tax preferences for American businesses locating facilities in PR. These caused an economic boom there, until they were rather mysteriously not renewed one year. No one knows who did that.
