Mysterious bug

I am on holiday in Tromso and stumbled across this bug on a hike.
It’s -7 and about 300m above sea level on the way to Tromsdaltinden.
It’s fascinating that a bug can survive in this climate, and I was wondering if anyone native to Norway might know what it’s called and how it survives in this cold weather?
