I live in an old apartment, and during winter, condensation builds up on the windows.
Right below the window, there is a type of skirting (I’m not sure what it’s called), but it seems to have sustained some slight water damage. The material peeling off looks like paper—perhaps some kind of tape?
Can I repair this myself, or will I need professional help? Any suggestions on how to fix it would be appreciated.
Thanks in advance!

Im not a professional but it looks like thats sperrholz with a plastic film for the wood look. It probably sucked up alot of water, looks bloated. Best solution would probably be to replace it and fix the leak in the window so it wont happen again. I mean you can also just cover it up but it may get moldy then.
Another way would be to grind the bloated area down , fill it with some wood filler and cover it by glueing a matching film on top. Thats probably the cheapest fix
