The former head of Luxembourg’s police force, Philippe Schrantz, has been appointed as the director general of Hëllef Um Terrain (HUT), the organisation set up to replace Caritas.
Schrantz will take up his new role on 1 March, HUT said in a press release Monday, less than a year after retiring from the police force. Serving under Schrantz will be Erica Monfardini, a former manager at PwC, who has been named as administrative and financial director.

Amid a series of changes at the top of the police in 2024, Schrantz, the Grand Ducal police’s former director general, his deputy Donat Donven, and the two directors for resources and criminal investigations all took retirement at various points throughout last year.
HUT was created to take over the majority of the tasks previously carried out by Caritas Luxembourg, which ran into major financial difficulties following the theft of €61 million from the charity.
Unions had protested against the manner of the transfer of employees from Caritas and had encouraged staff not to sign contracts, saying that workers had not been given sufficient time to review and analyse the documents.
