In fact, it says nothing about such bases, only some unclear wording.
The Constitution of Ukraine currently prohibits creation of new foreign military bases on Ukrainian soil; and it can’t be changed during the war time.
Of course, it would be great for Ukraine in this situation to have the UK military base… but that’s not an option for, about, a year after the ceasefire, at least.
Until it’s not
If we get actual Nato (or equivalent future group) to place tripwire troops, we may actually get a real period of peace. This is because Putin won’t be able to restart the war (without pulling other countries directly into the conflict) as soon as his army is rebuilt, which I guarantee is the current plan.

Once Ukraine has regained Crimea, I assume the naval base will be opened to allied nations.
It would amuse me if HMS Defender was the first foreign boat to make port there. That’s the one the Russians fired warning shots at in 2021 because she sailed past Crimea, going through ‘Russian’ waters (actually Ukrainian waters stolen by Russia, but that’s not how they see it.)
We should even make a plaque or something, out of the same metal we use for the Victoria Crosses, to symbolize our friendship with Ukraine. Although it would have to be quite small, sadly.
I take deep delight the UK makes a 100-year agreement and no one even barely thinks, “Are they good for it?”
Even if you were Russia’s best friend, how firm are their promises?
Yet another category in which free countries win. You cannot just make shit up all the time in a democracy. People need some respect and consistency in their personal lives and from their would-be leaders.
I feel personally offended when my government lies to me. If you live in a country like Russia, this is a recipe to go crazy. Here in the US, it just means I’ve been extremely pissed off at times in my life. I’ll take that deal.
