The law requires the president to notify Congress of the reasons for the removals within 30 days prior to their removal. Him firing them breaks the law, no question. No one will do anything about it because of the presidential immunity crap.
However, anyone forcibly removing these people from their offices or preventing them from doing their jobs is STILL BREAKING THE LAW & they do NOT have immunity.
The real question is if those who attempt to physically or functionally impair the IGs’ work are willing to go to jail for it.
Yes, Trump could pardon them but NOT until they were convicted of a crime. That would require time, court actions, further public scrutiny, & an actual legal decision. And we know the justice system does not move quickly.
And even if preemptive pardons are issued, I’d think the IGs could continue to show up so that a pardon has to be reissued every time someone attempted to remove them. Pardons cannot be given for future actions.
