Legal to block.the funding? No. But Trump doesn’t care. Let people sue to get the money released up to SCOTUS. And even then don’t release it. Who will make him?

Edit. Yes Canada does it too. A conservative government a few years ago canceled a closely complete natural gas power plant, the cancellation fees came out to me more than completing and running the plant for several years. All for nothing.

Legally, no. But he will “try” anyway. Some of the funds have already been disbursed or contracted. Congress could possibly repeal appropriations for unexpended or uncommitted funds, but that seems somewhat unlikely. The Executive branch cannot impound or appropriate new spending.
EVs are a growing market, and developing infrastructure will be important to making this market sector more successful. Success = jobs and economic activity. This shouldn’t be hard to figure out.

Ultimately part of his playbook is to redefine what is legal for the role of president. So, this will get challenged and he may or may not win. It’s an official act so it’s likely the current Supreme Court would say one man gets to overcome the will of the congress that represents the constituents. Ie we have a king now.

US military budget is nearly 850 billion dollars a year , so not 1% for EVs that people paid taxes for .
