
I was looking at a [painting of the delegates to the Congress of Vienna](https://i.redd.it/l49rqmmtf0311.jpg) (1815). In that painting up on the right is a painting on the wall. Is that of an Austrian Cardinal or Habsburg emperor? Can someone please identify that figure in the painting for me?

If someone knows what palace and/or room the delegates were in, I could possibly poke around a website that mentions all the artwork there.
The basis for the picture on the wall was probably [this ](https://i.imgur.com/dtNkShF.jpg) picture of Austrian / Holy Roman emperor Francis I / II from Guiseppe Tominz
As with many reproductions (especially when the medium changed) it’s not 100% true – but I think you can see the major similarities.
Plus it would fit the theme. The ambassadors of the congress nations having a conference under the eye of the emperor,
