I haven’t been fined in Madrid, but it’s similar in most cities: since you’re not Spanish (so paying through the official app is not an option for you), there’s typically an option to go to an ATM of a particular bank (will depend on the city) and then tranfer the cash to a particular bank account, and in the concept you’ll usually have to type some kind of “ticket reference”. These instructions are almost always written in the back of the ticket, but again, I haven’t received one in Madrid, so.

Try paying it at an atm (local fees/taxes) using the number on the top. It’s amazing that they printed the bar code on top of a logo btw.
