The Flemish government has to greenlit your project aswell if you want to be pulled into their project and get some additional funding.
If the government was serious about this green energy project, they should pre-check and sell spots for companies to buy and build their mills on with the location bound conditions already stated in the contract, while concurrently having less legislation based on the whimsy of the current active political party.
