Moldova has adopted a regulation on the statistical transfer of energy from renewable sources, which allows the country to sell the statistical value of a portion of its renewable energy to another member of the Energy Community or to buy it from them.
Statistical transfers are cooperation mechanisms already implemented by the EU to enable its member states to collaborate towards achieving their national renewable energy targets.
Energy Community members, Albania, Bosnia and Herzegovina, Georgia, Kosovo, Moldova, Montenegro, North Macedonia, Serbia and Ukraine are progressively adopting this mechanism.
Under the transfer mechanism, a share of renewable energy can be sold above the amount needed to meet a country’s climate targets. An annual analysis will determine whether a statistical transfer is necessary and it will only occur if it is deemed more cost-effective than other measures to meet the targets. All proceeds from these sales will be used to fund energy efficiency and renewable energy projects.
The Energy Community’s 2024 Implementation Report recognises Moldova as a top performer. It has committed to achieving a renewable energy share of 30 per cent of final energy consumption by 2030. In 2024, the proportion stood at 16.7 per cent, with installed capacities having increased threefold compared to 2022 and eightfold compared to 2020.
