Temporary licences….kicking the can
How are these “new” 162 licences of which 49 are temporary different to the 162 licences of which 49 will be temporary which was agreed last week?

It seems like these licences start today, rather than that they were “new”. I can’t see how this would change the French position as nothing has changed. I’m not really sure why the Independent is trying to spin this as occurring after the fact, when it was covered by numerous news outlets almost a week ago.
My understanding is that the temporary licences are another extension for the fishermen in question to produce evidence of previous fishing in the area.
Edit: lemonde.fr is reporting Macron has said he will not be imposing his earlier sanctions whilst negotiations are ” on going”:
>Paris has, however, decided to “give a chance” to the discussions which will continue, announced Emmanuel Macron on Monday evening, ruling out an application of retaliatory measures from midnight, because ” it is not while we are negotiating that we are going to impose sanctions ” .
