Prior to the COVID-19 pandemic, the construction of new terminals was almost a certainty. However, this sentiment has shifted as US crude exports in 2024 grew at their slowest pace outside of the pandemic years. Chevron’s president of supply and trading, Barbara Harrison, expressed skepticism, noting that there’s now a question of if such projects will advance.

Among the four US projects still on the drawing board is the Sea Port Oil Terminal (SPOT) by Enterprise Products Partners LP, which is struggling to garner sufficient customer interest even after nearly a year since obtaining a federal deepwater-port license. Enterprise’s Co-Chief Executive Officer Jim Teague commented that if the necessary metrics are not met soon, the company might abandon the project.

The shift in enthusiasm comes in light of the maturation of the shale boom, where increased emphasis is placed on capital discipline, leading to a slowdown in the growth rate of US oil exports. According to RBN Energy, the US’s oil-export capacity currently stands at about 7 million barrels daily, significantly higher than the 4.1 million actually shipped last year.

Barbara Harrison projects that while US crude shipments might rise by “hundreds of thousands” per day, they will not reach millions. In 2024, US crude oil exports were valued at $119.6 billion, slightly up from $117.8 billion in 2023. In contrast, import value rose to $167.9 billion in 2024 from $165.2 billion in 2023.

The top export markets for 2023 were Netherlands with $18.3 billion, China at $13.3 billion, and South Korea with $12 billion, followed by Canada and Singapore. Conversely, Canada led imports to the US, valued at $92.5 billion, with Mexico and other countries following.
