I’ll explain it to you, as a Belgian. The difference between these two countries is the following:
Switzerland divided their competencies over different government levels on the basis of the concept of subsidiarity, which states that the government level best suited for a certain competency should also be responsible for it. For example, since different languages are spoken in different regions, these regions should be responsible for competencies relating to languages, such as culture and education.
In Belgium, this division was decided after 36 hours of non-stop negotiating, huge sleep deprivation, and hallucinations, and with the total loss of logic by people who don’t think logically to begin with and with a total disregard for the subsidiarity principle because they have no knowledge of that to begin with. This was all under pressure from nationalists who base themselves on dogmas that everything should go to the regions because “what we do ourselves is always better” (it’s not). And you get Belgium, the most successful failed state, where every government level can screw over the other out of spite. 😊
