He can only monitor for them launching a new common currency. All they need to do is postpone creating a new currency. And use rubles, rupees, or reais.
They can keep using their existing banks to do international settlements across member currencies at market rates, which they are already doing.
It’s also absurd and insane that a third country (the USA) can interject in international transaction between two unrelated parties and demand or expect them to use US currency.
