So i have this idea about building my own Pedelec and then i came across the fact that if i build a Pedelec by myself I have to get it tested by StVO or something and that test itself will cost thousands of Euros?

Do i need to do the testing? I’ll get the approved parts and everything. Keep the limit at 25kmph, motor 250kw etc. But there is no frame, not that i could see and even if there is. If I’m successfully able to build it, do i need to get it tested?(to make it bicycle path legal? )
