The most charitable interpretation I can conceive would be that he didn’t mean Ukraine actually started the war, but that they should have never allowed it to start, and instead made some sort of ‘deal’ beforehand… but if i recall correctly before the 2022 escalation to full scale invasion, there wasn’t even any ultimatum made by Russia, they outright denied they were about to do what the whole world could see they were preparing to do.
Even if Russia had made demands, they were not, are not, going to be reasonable or realistic- and expecting a sovereign nation to acquiesce, and just give up land and people because someone else covets it, isn’t really ‘making a deal’- it would simply be agreeing to subjugation.
There was no realistic ‘deal’ on offer, and anything Ukraine would have offered than Putin would accept would be tantamount to the above(basically agreeing to vassalization). To suggest otherwise is typical Trump lunacy.
