This is unfortunately because the Conservatives promised it without actually funding it.

And to no one’s surprise in Scotland. The Unionists lying?! No. Way. They totally don’t U-Turn and lie on a daily basis. Remember – this is what you get when you vote for a Unionist party centralised in London making decisions for England ahead of the other Devolved Nations.
