What does this even mean, are there secret areas the public don’t know about?

He already has the freedom of premier inn, which has a lot more locations

Assuming he already has Birmingham as that would make more sense
The BBC didn’t write an article when I got mine!
So he wasn’t given anything? I have the freedom of the city and didn’t need anyone to give me that.
That explains why he was asleep on my sofa when I came downstairs this morning.
Not sure what the award is, but happy for him!
I used to have a recurring dream that he’d be leading a panel of people who would decide if I could wake up or not and no one would say anything and he’d just smile at me until I did finally wake up
