I mean, even if your restaurant is called the Lucky Cat, why have 500 lucky cats on the premises? It feels unnecesary and outrageously tacky and they clearly don’t work.
What kind of idiot sandwich leaves 500 cat figures just on the tables to be stolen?
£4.50 cost per cat, bet he charges £450 for a meal for 4 people, should give it away with the bill.

Stealing the cat figurines stops customers stealing things that actually impact service, cutlery, glasses, ramekins, and other small ticket items that are used in the actual consumption of food.
