These are usually built around Air Conditioning Units on roofs as Lightning Catchers as far as I know.
I’ve seen a similar question in r/de recently. I think it is some kind of noise-wall. From a technical perspective it would absorb only a certain wavelength, which is determined by the distance of the gaps.

Edit: as somone pointed out correctly, it is a different one as there are glass-panes in between the grids. So I don’t know really either, it might still be of use against noise but it might also be sth completely different.

The theory on noise reduction may have its merits, but that could be wrong as well.
