50% of rough sleepers in London shouldn’t even be in the country, if they are wandering Regent Street looking for a place to sleep with clean looking sleeping bags, especially the floral one, then highly likely that’s 100% in this case. But yeah nice narrative painting.

The efficiency of the capitalist system everyone!
These individuals will have been offered so many intervention and support from the authorities and other charities to help get off the streets. There’s only so much that can be done.
