More than 400 Ukrainian civil society organisations have signed a statement asserting that democratic elections cannot take place without lasting peace. The initiative was launched by [Civil Network OPORA](https://oporaua.org/en), which has spent years monitoring the integrity and legality of elections in Ukraine.

The signatories stress that it is Russia’s unprovoked aggression against Ukraine that makes holding presidential and parliamentary elections impossible.
“A democratic system isn’t defined simply by holding elections — the fact that they take place doesn’t automatically mean democracy. Elections happen in Belarus and Russia, after all, and even Hamas came to power through an election,” said political scientist Roman Kyslenko in a comment to Ukrinform.
When it comes to elections in Ukraine, the key question is whether they can be truly democratic. That means ensuring free and independent media, equal access to information, proper infrastructure for all voters, security from attacks, and genuine political competition.
