Sadly happens every now and then, sometimes local municipalities go rouge. Happens mostly in small ones with the premise “Wo kein Kläger, da kein Richter.” And everyone in the village is involved. In extreme cases local authorities had to be ousted.

Will happen more and more. A lot of illegal buildings and owners who do not know all the details. In the 80s and 90s there was no public GIS database online, so finding outif the zone is correct was quite difficult.
If the owner did send the documents to the municipality then the municipality should have to pay for all damages they did for letting them build “illegal”. That is why there is a local “Bauverwaltung”. They are the experts.
