It’s a splashback deflector plate. When you’re waiting for a subway and you need to go no. 1 you aim behind it and it prevents the droplets from staining your shoes.

Its called a cane rail or a crash rail. This is to protect the wall from heavy rolling things damaging the wall. Youll also see a similar variation under stairs on the ground level to help blind people not walk under the low overhang and hit their heads
