NATO member states will ramp up defence spending as they seek to provide a post-war security guarantee for Ukraine, with or without the United States. 

Although leaders of the Baltic states were not invited to a summit on Ukraine in London,  in a phone call with the British PM they reaffirmed their commitment to increase military support for Ukraine.
