  15. Misleading headline. It’s not done and its for several entities (subset?) and it would be part of an agreement to end the war. What incentive would Russia have if ending sanctions weren’t on the table?

It says he is considering lifting sanctions in exchange for Russia conceding annexed territory and negotiating an end to the war, something that is already being expected. He isn’t just lifting them right out the blue.
