It might be unscrupulous and get them nailed to the wall in the court of public opinion but I fully believe they checked this well enough to know if they were right or wrong before acting no matter what patter Johnson is throwing out for the press.

The government were informed of what was going to happen before it did, if it was illegal then why not put a stop to it there and then? Why wait until the crew found out to act?
How does it take so long for them to determine if the law was broken or not? Its not as if P&O tried to cover anything up they did it in the open.
Boris would recognise illegal activity, being constantly embroiled in same.
