If we look at [this map](https://upload.wikimedia.org/wikipedia/commons/6/64/Governorate_of_Livonia_1820.jpg), then it seems that some territories of the Governorate of Livonia were located on the other side of the Daugava River. I don’t exactly mean the areas around Riga as those would make more sense, but the several smaller territories upriver. Do you know the history of why borders were created like this? Were these territories under Swedish Livonia as well?
