It’s clear from what he says that he’s under the impression that the rest of NATO is supposed to pay the US 2% of their GDP and then the US will act on their behalf. Because of this belief he thinks he’s sniffed out an opportunity for extortion and hence the statements lately on how other countries need to spend 5% of their GDP or else no article 5 guarantee from the US. If the US who has a whole part of their armed forces dedicated to the pacific theatre in addition to their North Atlantic component doesn’t spend 5% of the GDP on their armed forces, why would Europe spend more than the US on capabilities for only one theatre. It’s solely because Trump believes European defense spending goes straight into US coffers and that Europe has no military capability on their own.
