Fake data, real numbers are much higher. The way this data is gathered in poland makes it way lower than real number of unemployed people. To get the status you need to wait 1-2 months and then you can easly lost it even if you are still unemployed.
How do they define unemployment, do they include the “jobless and not seeking” into the statistic?

Here in Finland middle aged people are applying for summer jobs which all seem to have around a thousand applicants per opening 😀
