Travellers, putting something on public land without permission, I’m shocked!
Who was William Collins? If the article uses his name like that I presumed it would be someone that their readers would be familiar with. I’ve never heard of the bloke.
Where’s the memorial? There’s some kitch garden centre display blocking out the view.

Looks like it’s made out of polystyrene, hopefully it’ll blow away.
Tear it down and forcibly cremate his body so these people don’t keep trying to make some kind of shitty memorial
That is simply a bit too large for any area where other people also have memorials, or indeed a public area. The jukebox also probably shouldn’t be allowed if it’s playing continuously? Though if it’s fairly quiet and only does it when someone activates it, perhaps then with a time-out, could actually be quite nice.
