The backstory to this is that Russia uses its embassy in neutral Ireland as a hub for its Western European spying operations. Despite there only being a few thousand Russians in Ireland, the embassy had a staff of 28.
It’s interesting to look at the site on Google Maps. Its bigger than a football pitch and they are in the process of building several new additional buildings.
