As is the NYTimes’ style, the headline understates how serious the news is. The scientific research arm of the EPA is the largest department of the agency, including programs like “[Integrated Risk Information System](https://www.epa.gov/iris)”, which evaluates if a chemical is harmful to humans and how to regulate it.
