    Nations and people aren’t necessarily the same thing.

    Austrians, 2/3 Swiss, Luxembourgian, Dutch, half of the Belgians and some Czechs are German people, but only German nationals are German people and nationals.

    The opposite would be the UK, where there are several different people (Scottish and Irish, Welsh, Cornwall has Normans, English) in one nation state, which is often colloquially referred to as “England”.

    A useful description for some common language and cultural traits but not far beyond that and certainly not political.
