Honestly I think this is a terrible short-termist idea. The number of teachers I know personally (or those who work with kids) who have said that those coming in to school in the last year who are *noticeably* behind socially compared to those of the same age in the past is almost a consensus.
School isn’t just about learning BIDMAS or the difference between a noun and an adjective; it’s also about socialising with your peers, making all the stupid social mistakes you make when at school, and becoming a more rounded person in society. Keeping kids out of school and away from their peers robs them of that, and I fear that this very important factor isn’t being considered in this equation as much as it should be.
If you do not have a full complement of teachers and teaching assistants, then it should be part remote learning, part classroom.
I think one of the failures in the response between March and July 2020 was not bringing back some classroom learning, even one day a week, for all children.
