Could be (a) the artist getting the order of the stripes in the Belgian flag wrong or (b) just the banner version of the German flag.
Depends on when the painting was created.
I have done quite a bit of research before posting this is not Belgian (red and yellow are opposite) and i cant find any history related to German flag being vertical.
