3. Let IAEA staff the unit. Good as peacekeepers.

4. Not sure the facilities could be sufficiently hardened to prevent damage to the reactors from an attack during operation. The potential power generation provides a large incentive for both parties but national pride is not a rational thing and distrust on both sides is not likely to allow the minimum required cooperation for restart of the facilities.
