My sister works at a university in Germany, an in the womens bathroom there is a cabin with No toilet but a bench. You also can lock the cabin.
We have no Idea what this could be for. We are both german and we have neve seen this before.
Anybody got an Idea?

A changing room perhaps?
Watch super nanny. It’s the naughty bench when you misbehave.
Nursing babies?
Does the office have a gym room? Or for people wanting to change from bicycle clothes to normal clothes or into running gear for after work.
My old company also had a few rooms that catered to these things. They weren’t necessarily separate from the showers, but maybe that’s just the quirk of that particular building

Maybe a new born feeding room if the work place is very liberal and allows women to bring their new born.
It is a changing room. For example when you ride your bike to university and want to change your clothes

Is it not normal to have these for babycare?
It could also be used for pumping if someone wanted privacy but didn’t have an office or somewhere they could go. I’m not sure if unis have to provide them or not
