He was almost certainly involved with the Downing Street parties as well.
He thought he could wear the mask of a good guy, a not so typical tory who we can trust this time around,, but has time has passed, we realise that the mask is more like the skin peeled of some random guys face and Rishi has been wearing it like Hannibal Lector to fool us as he makes his escape with our cash.
Do you see the way he looks at Boris lovingly in PMQs in the way that Himmler looked at Hitler.
